Idea to speed up JavaScript Downloading

I think if there is a unified certified site for adding released javascript versions, and all web browsers, go to that site, and have a local protected copy of all those version, then the download speed of websites will be faster, as the main body of libraries does not need to be downloaded each time.
And this can be done, by browsers without the need to change anything in javascript standard, by checking for the required javascript version, and instead of downloading it, the local copy will be used.

js_libraries
the repository of all versions of the famous javascript libs, might look something like this:
folders:
—jQuery
——v1.0.1.zip
——v1.0.3.zip
—Angular
——v1.0.1.zip
——v1.0.3.zip
—Backbonejs
—Bootstrap
—Breez
—Ember
—Knockout
—RequireJS
—D3.js

after checking that the harddisk has enough free space.
